If I always have the option of using the magnum, that's bad game design. : If every Forerunner weapon was uber-powerful, then : there would be no point in having any other weapons in the game, and every : single Promethean would be next to impossible to defeat. Are Hunters next to impossible to defeat? Or Wraiths? What about Zealots with fuel rod guns or concussion rifles? Yes, arming every Elite with concussion rifles and plasma launchers would get tiresome, fast. But let's be honest with ourselves here: having Prometheans in the same role as Elites didn't work very well either. Perhaps they should have been mini-bosses, like the Hunters or heavy vehicles.
