And, in fact, the first game didn't balance between human and covenant, and it made tactics for the two factions work much differently. And it actually made a lot of sense, because the Covenant's arsenal was built around medium and close range fighting that required them to rely on their superiority, and didn't give them access to sneaky tactics like sniping, tactics the humans relied on to fight back. Adding new troop types for enemies in later games was definitely a good thing, but keeping the different weapon sets equivalent doesn't seem necessary. One of the great things about the Flood in previous games is that fighting them feels completely different from fighting the Covenant, and requires completely different tactics and weaponry. The Prometheans don't really have the same degree of contrast. This is sort of a tangent, but part of the problem may be the similarity of their weapons. Maybe that's why I find them a little bit boring to fight. It doesn't help that there is only one variety of each enemy type, whereas most of the Covenant species have a bunch of different ranks and configurations. I'm hoping whatever Forerunner stuff appears in the next game, enemies and weapons both, has a larger degree of uniqueness.
