I imagine the Elite society at the close of Halo 3, is in pretty tortured shape.

Imagine something as simple as Europe in World War 2 - the schisms and calamities happening in politics, church, state, even at the Street level. It would be silly to think that Elite society was somehow monolithic and would simply fall into line with one movement or philosophy.

However there are some hard and fast contexts - they were a signatory to the Covenant and thus subject to its rules and tenets - it's a contract. Arguably the Prophets broke that contract by writing it in bad faith, but it's still a starting point for some serious complexity.
