IF he was, and IF she was looking for an organic body, this would make the most sense because he would have succeeded in what she is trying to do already.

Another, but very unlikely path she might take is to simply make sure Cheif gets infected and just use his body. This has huge flaws though since she now seems to have an emotional attachment to him and she just let him go jetting off to Earth.

She reminds me the child of Durandal and Hari Seldon with her prophesies and self-interest.
