It most likley can be held after it has been retrieved but only a human can retrive it (after which it attunes its self to that "Reclaimer") after that only the human who retrieved it in the first place could put it in the control console (why Tartarus had to keep telling Miranda to put the index in the console then forcing her to do it when the Arbiter showed up) and then remove it if an emergency shutdown had to be enacted (probably why 343-GS says that "the" reclaimer could remove the index instead of "a" reclaimer)
