I think part of it also has to do with a genetic marker found in the Reclaimer themselves, sort of like a flag in the DNA saying, "Hello, Reclaimer here!"

The chief obviously has it, so do the rest of the Spartans, Mobuto did, and Miranda does. Makes you wonder who else might have it.
