When the Prophets captured 343GS and learned about the Index, why did they send the Arbiter to retrieve it? Maybe they knew what would happen (the nasty surprise) to any non-Reclaimer that tries to retrieve the Index and were hoping that it would happen to the Arbiter (since they were planning on betraying him anyway). Either that or they just needed the Arbiter to blast his way through the Flood to the Index.
