Humans and forrunners have the same genetics, i know that the forrunners have an extra thumb, but maby, after they activated halo from the arc, evoloution kicked in and they didnt need the thumb any more, so they turned into humans. Then the index could prevent anyone non human/forrunner from getting it by using osmosis, as in the book Ringworld, they used osmosis to be able to pass into space without an airlock, they simply just floated through the ring, the index could just not be grabbable, whatever was trying to get it would just pass right through it.
