They ARE closed! They don't appear to be when blown up, because pixels are less accurate than what your brain depicts them to be.
The symbol was most likely made in a vector art program (my specialty), and then redered at a smaller size. At such a small size, thin lines turn into blurred pixels. This is just a smart renderer, because it fools the brain enough to look like it actually is a thin line. But when the rendered image is blown up, you get a blurred, disconnected-LOOKING mess.
According to your logic, the ring around the center is a bunch of varying-sized, blurry rectangles. When you zoom out, it is most obviously a ring.
