Easier said than done. There are some very capable projects out there, like Cranberry and Pfhorge, but they still, to my knowledge, haven't matched the capabilities of Forge and Anvil.
Regarding the inclusion of inio's fabulous B&B code, the truth of the matter is that actually *using* that code is incredibly hard. From what I recall, scenario designers had to hand code scripts to use it, a tedious, painful chore. Despite the fact that inio's work has been freely available for a long time, the only scenario to ever use it was Jesse Simko's Carlos on the Run (ne้ Muerte Machine), and even that was only a half-finished effort, sadly. There was even supposed to be an incredibly cool "Tempus Irae X" version built around B&B, but it too died. If B&B is going to make a comeback, someone's going to have to step up to the plate and create (or modify) one of the currently developed Marathon tools to allow content creators to easily and efficiently use it. Otherwise, it's useless to all but the most dedicated of developers.
