How much control the W'rk has over its dreams would be interesting to know, but unfortunately, there's no one in PiD or Marathon who can tell us...

(Well, that one dead Nazi might have an idea, if "he who rises with the tides" is the W'rk, but he's too far gone to say anything useful)
