Yeah, no golden Elites with plasma swords in the first room of the ship. It's not just that the numbers get jumped up in most places on higher difficulties - it's that entirely new enemies are sometimes added to an area that they weren't in before. For instance, if you play on Easy or Normal, the first bridge on Assault on the Control Room has only ground forces on it. If you play on Heroic or Legendary, now you'll also have to deal with a Banshee. Hunters are a common thing to find added to different places on different difficulty levels. For instance, after the big door opens out of the first room of the Truth & Reconciliation, on Easy and Normal you'll encounter just two Jackals. On Heroic and Legendary, you'll encounter two Hunters and no Jackals. Big difference, I must say.
