Read "The Fall of Reach." It talks about how the Master Chiefe was enhanced in numerous ways, among them decreased reaction time (which the book makes quite cleares mens that everything seems to go slowly to him) and increased strength (which explains his long air-time). Also, I think I should point out that, looking straight, if that's all the far that a Spartan can through n grenade in earth-normal gravity, than they've been weakened, not strengthened! (I know, if you lookup you get lotsa extra throw-length. I'm assumeing that looking forward is a baseline).
Also, you are wrong about one thing: enough gravity that people don't float into things is not a sufficient amount of gravity. The decresed load on the body would cause muscle atrophy over time - they'd get so weak they couldn't function in earth-normal gravity environments.
