Maybe halo is just an isolated biosphere for the forerunners to experiment and see what happens to various sentient (but perhaps not TOO technologically advanced) species when the flood is released upon them. Then they could try to learn more about the flood, its lifecycle, how to contain it on a larger scale, develop weapons against it, etc. Kind of like a research lab. And if things got out of control, they can 'halo-nuke' (or whatever happens when halo is activated) the entire area as a failsafe. Of course, the range of the halo-nuke is quite large and would not really follow this theory well. But the Forerunner would seem to be God (living in that temple or shrine) on this small biosphere to whatever species they decide to implant upon the halo... and how appropriate then that the method of the guinea pigs' destruction is called "Flood".
