It suggests that they intended it to be inhabitable, to somebody. Which tends to favor the other theories, that it was built as a home for the Forerunners (to live on while/after they activate the weapon), or as a sort of "zoo" world, or something else.

Agreed — there's no reason to make a weapon pretty.
