So the Xbox's traffic is non-IP?

VPN is to tunnel encrypted traffic. It's not necessary per se. Mapping two logically consistent but physically separate networks with tunnelling will work, but the tunnel traffic need not be encrypted.

What's necessary to know is what protocol Xboxes use to communicate with each other.

If it's proprietary... forget it. Impossible.

If it's IPX... doable, but not easy.
