And sometimes, having fewer choices can be a good thing. An example I use in my review (which I use to counter the notion that the greater flexibility that custom loadouts provide actually isn't a good thing) is the two-weapon limit popularized by Halo 1. Before Halo, most shooters allowed you to keep every weapon you find on hand at all times, stowing them in a "magic backpack"/"hammerspace", so you almost always had the optimum solution to any problem. But being limited to carrying two weapons forced you to get creative, to think outside the box, to make tough choices and tactical decisions on the fly. Do you go with something simple like AR & pistol. Or maybe Needler and plasma rifle? Or sniper and rockets? Will that weapon you're passing up now because you don't need it for the problem at hand come in handy at a later point? This eventually became the rule in shooters, and few modern shooters use old-school inventory systems (BioShock was one, though its upcoming sequel will go with a two weapon limit). If Halo had an inventory system like older FPSs, you'd have been able to carry all eight of the game weapons on your person once you picked them all up. I don't know about you, but I think that would have made for a less fun and less interesting game.

Similarly, having to occasionally use some unconventional tactics due to bizarre alien weapons that don't behave like UNSC weapons being the only thing available would I think have led to some interesting encounters. Like I said, with the way the Campaign is now, you'd only have to do so for the early part of level 3 and most of the latter half of the last level, and for the rest of the game you'd still have access to the standard FPS guns of the UNSC and (to a somewhat lesser extent) Covie arsenals.
