One could say that it's actually the opposite direction - she chose Chief, and if she's (arguably) been altering her appearance as time goes on, then perhaps it's as a reflection of her feelings for him. He's never shown any physical interest in her, at least from how I've received the story. I think it's the gamers that are really emphasizing her "sexiness" (if we leave the designers' choices out of this). I honestly don't believe her female attractiveness has anything to do with their relationship. She could be (and probably should be) far less "attractive" than she's depicted, and the story of their relationship could get far more traction. As it is, I think Cortana's depiction on a meta level is more of a source of criticism - you know, female depiction in video games and all that. Personally, it actually holds me back a bit from sharing more about Halo, because in all its content, Halo 4's Cortana depiction is the most ..questionable (yes, it's not a game for kids, but I have many young friends, families with morals, all that, and when she's visually in something I want to share or am excited about, that's one of the things I'm conscious about, content-wise. But, then, her latest depiction was a source of debate before the game was even released, so anyway... :P

Anyway, I'm straying... my point is, I don't think her visual appearance has any part of the relationship between her and the Chief, from a narrative perspective. Any implication of physical attraction between them I believe is imposed by the gamer, not the story itself.
