You know, there could be legitimate reasons for bringing the DMR back. Maybe the BR-55 is overkill against squishy humans, and deployments against Insurrectionists got the UNSC to bring the older weapons out of storage.
Or maybe the IVs drawn from the Army brought a preference for the DMR with them.
I can think of at least one "Obsolete firearm" being pressed into service after a decade or more of being discontinued. It's not impossible.
