I think that 343 said that they had created a new content authoring system to speed up iteration time. We know that Bungie had their own tools for that. I wondered what was wrong with Bungie's tools. Maybe 343 didn't have them. The term game engine can have a broad definition but maybe content generation and management tools were not part of the package agreed between Bungie and MS.
