None of the weapon models have stayed the same between games, and most of them have changed fairly significantly. Also the DMR was supposed to have been phased out except in Army forces, and even there it was less used, so it makes sense for this to be a new model-- that is, it makes sense the manufacturer(s) might have a new and hopefully improved design out with a new model number.

or they couldn't make it work with the changes they made, or maybe they took a different approach...
This only explains some of the weapons left in but, well, do you remember the Scarab Gun? That was put in Halo 2 as something to produce the Scarab's main weapon's effects, and if you do it right you can grab it from places besides the one most people know about-- namely any place and time the Scarab's main weapon is firing. I've heard about this being used for other effects and other things in Halo and other games too. They might have used that approach for the Hunters' arm cannon thing, and maybe the Sentinels, I'm not sure (they usually use their weapons against the Covenant Storm Covenant loyalists Storm Covenant Sangheili terrorists former Covenant alien insurrectionists whatever they are at the end of Requiem); they could probably just mark it as not usable-- we can do it with various things in gametypes, a lot of vehicles aren't drivable, ODST you couldn't pick up equipment even though it was fully functional, and in the first game the Sentinels have a weapon that appears when they fire and disappears as soon as they stop firing or are destroyed.
As for the old DMR, the name makes me think it's like the stasis rifle and attach rifle-- something they played around with without giving it a final model, because they didn't add it to the game
