It's typically the intended role.
It just so happens that it's role, by default, tends to define the tonnage and armament.

I mentioned in the post last week that in human terms, it would probably be classed as a Patrol Boat.

Smaller than a Corvette (which themselves are smaller than Frigates), they are generally for coastal defence duties. Larger numbers of smaller ships that can provide a more complete net of coverage.
In a Halo context, that would mean planetary defence.
That could help explain why we wouldn't have really seen them earlier, as well as supporting the idea that the fleets of Storm (and possibly the Arbiter) are in a poor state of affairs.

But this is assuming 343i actually thought this all out.
The flip side is that during Dawn, Cortana explicitly calls them cruisers.
