At least as far as the Halo 3 terminals are concerned, the Forerunner didn't lose on account of not knowing how to make weapons. That was the point. The terminals make it clear that, at the moment of unleashing the fleet of Mendicant Bias upon the galaxy, the Forerunner thought that they had a very realistic chance of winning the war through the tactical application of conventional firepower. The failure didn't happen because they couldn't build efficient weapons. It didn't happen because they couldn't build a formidable fleet and put it under the command of an extremely intelligent and advanced AI with a plan for engaging the enemy. It happened because when the Forerunner did just that, the Gravemind managed to steal it all away from them without even having to infect anyone. //================= That is, the Forerunner were perhaps in some ways blind and complacent, but not in the realm of technological prowess. //================= Of course, from what I gather, everything I just said is subject to retcon.
