Cryptum doesn't really state that Hard Light was what makes up most Forerunner objects, it was treated as a tool that allows for a starship to be made of a minimal amount of materials, with Hard Light covering the gaps. It's not like the Mantle's Approach, Didact's ship, was entirely made of light.

Hard Light to the Forerunner is kind of like... screws and nails to us humans.
We use them in everything, and in many cases there are better ways to keep something together, but we require the ability to remove them and dismantle our items. Think of Hard Light as something like that.
They're a super-advanced race that progressed so far into their technological development that they are able to implement cultural changes that force people into morphing into the role they take in their career. They're also very heavy on the 'Form Over Function' way of thinking. A cultural egotism that the Mantle provides drove them into making something as simple as a way of holding an object together (I need to take apart my controller, I'll just turn off the Hard Light projector covering the essential parts.) into something very elaborate.
It extends into their weaponry as seen in Halo 4. When fighting the Flood, sometimes the simplest methods work. Discussions of human weaponry have always brought up 'But its 500 years in the future, why are we still using wheels and bullets?', and really it's something that we'll probably never abandon because humans are a creature of comfort and necessity.
It's very easy to make an object rotate, and it's very easy to make a small metal object go fast. We have perfected our firearm and transportation devices. Whenever an innovation is made in those fields, it's never to the basic design, it's about how the vehicle or gun uses it. Low fuel mileage, faster bullet speed, higher RPM, easier reloading...
The Forerunner, in their arrogance, decided that they can evolve everything they have. Which was likely the reason they had to jump to such drastic measures in the war against the Flood. All of their technology is so complicated even for simple tasks simply because they're so advanced for the sake of being advanced that when it's used against them it causes problems.
I remember in First Strike when Cortana learned how the Covenant computers pinpoint the weakest point in space-time to pull open when jumping into Slipspace, as opposed to humans effectively punching a hole in it.
You can't easily beat us with our own technology because our technology is so ridiculously simple and crappy. Which is why it breaks all the time.
But it's also easy to fix.

Covenant need Engineers to fix their stuff, and there has to be a reason Sentinels were made.

Anyway. Guns. Hard Light. Fighting the flood is really easy, until it takes your items and uses it against you. That was the big problem in their war. A Gravemind managed to seize control of Forerunner ships and portals. In order to combat the enemy effectively, the Forerunners went backwards developmentally to use something very easy. Ammo, for instance. When facing a horde of enemies with your weapons, you don't want to let them have more so the jump to ammo based weaponry with a set amount of uses is understandable, and as Hard Light was something so readily available, turning it into a fuel source for those ammo cartridges works as well.
And against Infection Forms, having a wider spray to kill multiple at a time turns into the Scattershot.
