Wait, wait. You mean the Covenant weapons with zero relation to Forerunner weaponry as of Halo 4?

Ok. This whole "Covenant can't innovate" characterization is a dead number. If anything, it was an exaggeration in the first place. Take a look at the Revenant. It was explicitly stated to be a new vehicle. The technical naming scheme for the weapons indicates that the Covenant arsenal was slowly changing.

The drive for innovation is there. Remember, the Heirarchs counted on the war being over quickly, before the Sangheili began to question the rationale. Imagine, if you will, the creeping horror that must have set in once they realized that Humanity spanned a few, no, a dozen, no, scores of worlds, and would not go quietly into the night.

If they could do something to make the war end quicker, you can bet that they would have.

Remember that both Elites and Jackals crawled out of their respective gravity wells without the use of Forerunner artifacts? Even if it wasn't encouraged, I don't believe that belief in the Great Journey would have been stron or pervasive enough to kill all of the innovative spark.

In addition, according to the Writ of Union, security is the Elite's sphere of influence. Even if they can't make new stuff on their own, surely they can make requests of the Prophets.
