If I've understood (and am projecting/speculating about the course of KT's storyline) correctly, the Storm is another still-religious sect of Covenant. If they're working together to the degree that they are, with Grunts and Jackals and everyone else following Elites, they haven't given up the old ways.
Unless something goes massively wrong with the mainstream Sangheili in Thursday War, the Storm are probably a small, very dedicated sect, right? Then no wonder they're poorly funded, to the point that some of their dudes can't even afford shirts with sleeves. Some of the armor looks like custom-made (read: makeshift) or very beaten-up hand-me-downs.
Believe me, I'm not a fan of the Elites-as-monsters portrayal. I LOVED finally getting to make nice during Halo 3. "Brother, what ails you?" Shakespearean sidekicks: there's nothing better. But, if these guys are some really nasty dudes looking to wreck our shit, then let them be ugly. It just makes me want to punch them in the face for disturbing the first real peace in 30 years.
