I've always felt that Halo 3's ending is extremely conclusive (aside from some annoying sketchy details that result from Halo 3's writing sloppiness that are probably best to ignore), but that the legendary ending is a very annoying tacked on "HEY LOOK, a sequel door!" message.
It's always seemed very dissonant with the game, I've always wondered if it was more Microsoft's doing than Bungie's, and certainly I wouldn't mind a "disable legendary ending" box in the menu.
