Lol, not sure I would use the phrase "pad out." I prefer "taking advantage of openings in the level structure to create new gameplay experiences." =)

Believe me, I share your concern. The Library is tedious to the max. I've even considered chopping it down into an extended coda for 343GS, making room for a "defense of Alpha Base" level later on. Ultimately, I decided that would alter the flow of the narrative too much, by forcing you to stop when Act 3 should feel like you need to move FAST.

As it is, I'm going to be doing a major rebuild of The Library. It'll be a challenge to express this in a purely literary medium, but I do plan to lay out various objectives for the player. After all, you're supposed to be following protocols that unlock the Index. There's got to be more to it than walking around and around the same cookie-cutter hallways.

As for the Flood, I'm looking at old concept art for inspiration. I think I can get away with creating new Feral Stage forms by actually having infected Grunts and Jackals. I believe it was handwaved in the novelization that they lack sufficient biomass to be of use as Combat Forms, but considering both are roughly of equivalent size to humans, that doesn't jive.

Hunters are still off-limits as Flood bait. Lack of a central nervous system and all. And I'm not so cruel as to create Flood-infected Drones. Besides, I somehow think their insect-like physiology would result in similar issues as with Hunters. Engineers, however, would definitely be useful to the Flood.
