I think Truth knew that if he activated the Halo Array from the Ark that he'd be among the few left alive and would be a supreme being over an essentially dead galaxy. He knew a little of what was going on, but not enough to be smart about it. His lack of knowledge made him dangerous to himself and everyone else.
