Actually, I find it fits, and wasn't surprised to see it at all. We've seen him use a variety of energy beams before. Interfacing with the storage device Cortana sent her message on, picking the locks on the Ark's doors, and attacking the Flood that tried to jump the Chief at the end of Floodgate.

He also used a blue, lightning-esq beam to interface with the Pillar of Autumn's controls (during The Maw), and also to take the Index from the Chief when he retrieved it from the Library. I can see this beam as being graphically updated to be the same as the Cortana module beam, but it shows he had the capability to project energy beams all the way back in Halo 1.

The beam Spark used in the control room (and to fry that Flood) was basically a supercharged version of another beam in his arsenal of tools as Monitor.
