The thing is, there are still 10s to 100s of Billions of Elites left. They remain very numerous, FAR-outnumbering the current human population of nearly 6.5 Billion.

After the defeat of the Covenant leadership, the UNSC may have time to rebuild, but there is still alot of fighting to occur between Elites and Brutes.
