If pan-cam is enabled, you should see a string of numbers on the screen. The first 3 are your coordinates (x,y,z), the 4th is which direction you are facing, and the 5th is the speed of the camera. 1 is default. Next to the speed is text indicating "pan-cam" or "normal" ..this is which camera mode you are in.

If you hold UP, you'll see speed increase.

Also, you must be in pan-cam mode to adjust speed (push in LS & RS and press LEFT on d-pad to switch modes).

Like I said, I usually bump it all the way up to 1,000,000 (and then barely flick the left thumbstick) to get out of the barriers, and then reduce it back to normal once I am out.
