Well I've just heard rumors here and there - For all I know the pan-cam will stay intact.
I believe that a lot of speculation comes from the Halo2 days - The executable update for H2 (the update via XBL) made it more difficult to near impossible to run some of the older devcam trainers.

Nobody really knows if they left pan-scan in the game on purpose, or if it was an oversight. As far as I know, Bungie has never mentioned anything about it excepting Frankie's descriptions, although these all pre-date H3's retail release. (It certainly isn't in the game manual).

Personally I do not believe that leaving pan-cam enabled is going to do any harm. Others feel that Bungie may patch it in the future based on previous actions, in particular the H2 XBE udpate. Since we hear nothing about this from the horse's mouth, it's pure guesswork.
