So one is a series with a continuous story and another is made mostly of standalone titles. That is relevant to sales how, exactly?

Sure, Halo has ubiquitous merchandising tie-ins, but that's nothing new with popular video games. We saw this with the Mario franchise in the 80s, which had shirts, a breakfast cereal (which tasted good), comics, lunchboxes, and Saturday morning cartoons. Mortal Kombat was the same in the early-mid 90s, which had shirts, comics, figures, and a feature film by time MKIII was released in 1995 (the first game was released in 1992). But can we judge a series' success simply by the prevalence of merchandising? Is a movie that grosses $400 million dollars but has little in the way of merchandising less successful than a movie that grosses half that but has many merchandising tie-ins? The Halo games have grossed over a billion dollars from 22+ million units sold. How much revenue is generated from merchandise sales, and is that enough to make the Halo franchise worth more than the GTA franchise?

And yes, I know Mario has sold more games than GTA. He's been around since the early 80s and has been in many, many games in that time. Just the main series of Super Mario games (SMB, SMB2, SMB3, World, 64, Sunshine, & Galaxy) have sold over 100 million units collectively, or 14+ million units on average, which is better than even GTA. Of course, there's Donkey Kong (his first game), Mario Bros., Mario Kart, Super Mario Land, Super Mario RPG, and various other titles & series where he is a/the main character, most of which were successful to varying degrees. Of course, there's many more games where he features (usu. as a cameo), but aren't "true" Mario games, which serves to reduce the average sales per game. According to Wikipedia, Mario has featured in at least 200 games so far.
