If there are 3 Spartans who never made it back to REACH to go on the mission with the rest of the Spartans on the PoA, it would be safe to assume that they may never have received the Mark V armor in the first place. Actually, the idea fits quite well. One lone Spartan sent from Earth, either Fred, Will, or Linda, who were able to receive a Mark VI armor along with the chief. One of the three Spartans left out, stuck in an old Mark IV. And finally, the only Spartan who got the Mark V suit but never made it back to Earth for the Mark VI would be Kelly. As far as the new weapons, elephino.
