What is wrong with Spartan's using outdated equipment? Mjolnir armor is INCREDEBLY expensive and complex. And with the human empire stretched thin and facing extinction, I think they'd use everything they can get.

The Chief notes that the new Mark V armor is bulkier all over with added armor, plus the larger fusion pack. This new armor is slimmer overall than a Mark V, and it lacks the larger fusion pack.
