I believe that it's Gravemind speaking through Cortana. Gravemind and Cortana are conversing at the end of H2. One current theory is that the trailer we saw wasn't events that have occurred or will occur, but rather Gravemind showing MC what could potentially happen. The line "I know you: your past, your future" is intended to mean that he's showing MC a vision of a possible future. Showing it to him as if he is there, like a dream. This is one possible reason the banshees don't seem to notice him. If it is Gravemind speaking, then it makes perfect sense, pretty much everything Gravemind has done has been against humans/forerunner.
