Actually GPS on earth uses satellites, but the principle that makes GPS is triangulation. All you need is two beacons, and you now have your location. I cannot believe that an alien race would build such a structure without some sort of RPS (ring positioning system.) Some of the civilians on the POA will be scientist, otherwise Cortana could modify the guns to work.

An earth compass would not work, but a gyroscope could do about the same purpose. And it could be modified to show the same type of reading.
