I assume it's just a hovering turret. The Covenant probably hop right in--look at those brawny legs! They also look like they have leg enhancements in their armor(?) kinda like the Zealots from Starcraft. Wait a second... similar leg structure, odd head shape, weird armor, energy blades... creepy.
I assume the turret hovers to give the gunner a better field of view--he probably doubles as lookout in cluttered areas. Maybe in case of emergency it can detach? Its hovering might be produced by the vehicle itself, since there doesn't seem to be room in that little thing for both an energy weapon + supporting equipment and a hover device.

My $0.017777777... Just round it to two.
