i picure they inceiled the city inside a giant sphere and then began lowering it. something flood proof like the shield wall around the quarnite zone. i don't think they just sankk the city, they submerged it inside a protecive dome so that the city would collapse at the high pressure. the goal was to completely seal of the city from the rest of the world. the sinking it was just to hid it so noone could come along and open it.
