Why is it that someone's inability to play on the Legendary difficulty is always taken as a game flaw? It's SUPPOSED to be mind-numbingly difficult. If it weren't, it wouldn't be LEGENDARY. You either practice and get good enough to beat it, or you don't. But you can't expect Bungie to make it easy for you.

I will concede that if you're one of those players who found Heroic too easy and Legendary too difficult, then you've got a valid complaint, but... If you're good enough to beat Heroic easily, you can probably get good enough to beat Legendary.

Granted, there are flaws within the Legendary setup. The boss battles, the sniper Jackals, and the Chief being unable to take as much damage as a Marine are perfect examples of them. But that second cargo bay in Cairo Station is not one of the flaws.
