Actually, guys, DNA libraries aren't quite what you think (at least, based on current molecular biology terminology). A DNA library is used to identify individual genes on the genome from a single organism, not to reconsistute DNA from extinct species. The genomic DNA is first chopped into small fragments by restriction enzymes. These fragments are then added to short "loops" of DNA, called plasmids or vectors, which can in turn be taken up by bacterial cells. The bacteria divide rapidly, and replicate the plasmid DNA to quantities large enough to be manipulated.

Since each original bacterium takes up different plasmids, each containing a different restriction fragment, and since the bacteria are spread out on a plate before dividing, every "colony" that grows on the plate consists of bacteria that all share the same DNA, and therefore the same DNA fragment from the original source genome. This process is necessary because we simply don't have the capability to analyze individual strands of DNA well enough to do a complete gene sequencing. It is also much easier to run chemical tests when you have a sample size larger than a single molecule, naturally (even if it is a rather massive molecule).

As far as this definition's relevance to the storyline of Halo... well, as the forum definition says, DNA libraries are often used to determine the location and identity of individual genes within the genome of a species. It is possible that the Forerunners have been running genetic studies of some sort, most likely on the Flood (but possibly on other species as well... humans? Covenant? themselves? or some combination of the above?). Generating a library of Flood DNA surely would not be so difficult, considering that samples were obviously readily available. The question then becomes: just what would the Forerunners do with precise information on the genome of the Flood? Find a way to neutralize them? Or perhaps induce mutations that make them even more virulent?

I guess we'll see in four months. :)
