One thing that could be going on is projection -- if the orbit plane is significantly far from being perpendicular to the view direction, then Halo can appear closer to Jonesworld than it is. However, diagrams of planetary and satellite systems tend not to be projected in this fashion, but instead have their orbit plane(s) perpendicular to the view direction.

That could, however, mean that Halo's symmetry axis is significantly inclined to its spin axis, which, however, would make the local "gravity" vector significantly tilted.

This would be either L4 or L5 -- either 60 degrees ahead of or behind of Zartmoon in their shared orbit around Halo.

A halo orbit is an orbit around a Lagrange point, a sort of orbit upon orbit, something like how an elliptic orbit is related to a circular one.
