Yup, 3DSMAX isn't confined to making air scooters and alien bodies.
I personally use 3DSMAX for everything, including interiors, and a custom tool to light them using radiosity. Depending on how the engine works, details, like the holograph console, may be separate objects, which also need to be built, but exist within a 'room', not a part of it.

It's certainly possible. 3DS 'dummy' objects can be placed in the rooms and such, with specific names that the engine parses later.. or an export plugin converts to some other data structure. However, if you have a good engine, why not just make it so you can place beasties in real time in the game itself?

Only time will tell, and any plans for such things are probably quite fluid right now.
