Not really, think about it. Halo goes in three stages: Engine, Multiplayer, Single player. The engine is done. The multiplayer is reported to be done. So what's left? They have to design the world that the single player game will take place in.

Further evidence: "It takes an unusual creative talent to know how an inscrutable alien race would have designed the interior structure of their ancient space relic." More than one ancient space relic? Seems like too much of a coincidence
