Perhaps, like the Pierson's Puppeteers in Niven's books, they forsaw some galactic scale catastrophy and moved 'next door'. The Puppeteers, an extremely cowardly but advanced species, discover that a large black hole at the heart of the Milky Way will eventually destroy the galaxy. They move their home solar system out of the galaxy at sub-light speeds (probably fearing the risks of FTL travel). Who's to say the Jjarro aren't super-cautious as well. After all, it's probably the careful, planning species that survive for eons -- not the rash, violent species like us. Perhaps they realized that the Milky Way will eventually collide with the Andromeda galaxy and decided to move their civilization to a safer location." Or maybe they went back in time to save the human civilzation from the flood by building the halo. But in halo the builders of the ringworld disappeared without a trace too, is there a link, maybe they got so advanced that they decided to go help all the other civilizations , by saving them from other catastrophic events and then disappearing and moving on to the next civilization in the universe?
