No, it's not a Kardashev scale thing. The Jjaro timeline implied in Eternal is one where they pass through three stages:
- an ancient civilization descended from time-traveling humans that got wiped out when they awoke a W'rkncacnter 65mya and then Hathor ruined their attempt to survive it;
- the mind-uploads and AIs that were left over from that civilization, and other similar digital intelligences that joined them, becoming the likes who uplifted the S'pht, Nahk, etc.
- those of such digital minds that found a way to transcend reality itself, and other such transcendent beings who are ideologically aligned with them.

She becomes *a* W'rkncacnter, inasmuch as the W'rkncacnter are those transcendent beings who can escape space and time that are opposed to the Jjaro's plans and generally seen as (and often really are) insane.
