That is partially true, when you consider that he does speak in not just his two diary entries in Eternal, but in more canon sources too: namely the manuals of Marathon 1+2.
Maybe he's like the Master Chief prior to Halo 4 in that regard, where he speaks in cutscenes but completely buttons it in gameplay, including the terminals as that is still gameplay. It would explain his silence better.
It's kind of also similar to Mother, where characters lose the ability to speak as soon as you are supposed to be playing as them, though that time it's mostly played for laughs. However, the Mother example does however have disastrous consequences in the second game of that trilogy:
