That's true, though Durandal does respond to him in the first one, sort of. 2 is more just a monologue as you say.

Yes indeed. Not to mention in Mother 3 the gag of characters only becoming mute when you play as them becomes more clear, particularly with Lucas, Duster and Flint, and Ninten even speaks at the very end of Mother 1 once he lies down to bed before the credits roll.
The dragon may well be a dreaming God too, but a rare benign one, since he spares everyone after Lucas is the one who wakes him despite the world ending. This isn't the first time Marathon seems to have inspired Japanese games.
