Haha, what? You think changing the behavior of weapons or monsters would be less kludgy than giving more ammo? I disagree. It wouldn't be possible anyway, as you can't change shapefile sequences based on difficulty. I think you know that.
It's not really that dissimilar than having an ammo cap kindergarten-major damage in marathon, and removing the cap in TC. The details are different, but the end result is that you end up with more ammo overall in TC, so you can focus more on the combat and dodging.
Obviously people that just want to play PiD will just leave the difficulty on Normal and not deal with any of this anyway.
